GTA 6 Budget: How Much It Cost and How Long It Took
Published · GTA 6 Insider
Rockstar has never said how much GTA 6 cost to make, but it has said the budget did not exceed $1.5 billion. Industry estimates put Grand Theft Auto VI's development cost at more than $1 billion, which would still make it one of the most expensive video games ever made. The often-repeated $2 billion figure has no official backing.
This page separates what is confirmed from what is estimated, explains where the money went, and answers the related question of how long GTA 6 has been in development.
How Much Did GTA 6 Cost to Make?
| Claim | Source | Status |
|---|---|---|
| Exact budget | Rockstar / Take-Two | Never disclosed |
| Did not top $1.5 billion | Rockstar's head of publishing, Jennifer Kolbe, to Bloomberg (October 2026) | Official denial of a higher figure |
| More than $1 billion | Bloomberg's Jason Schreier and industry analysts | Estimate |
| $1 billion to $1.5 billion | Analyst estimates reported by Business Insider | Estimate |
| $2 billion or more | Social media, rumors, all-in projections | Unsupported |
The most reasonable reading is that GTA 6 cost somewhere between $1 billion and $1.5 billion to develop. Take-Two does not report per-game budgets in its filings, so an exact number may never be public.
Where the $2 Billion Rumor Came From
Big round numbers spread fast. The $2 billion figure grew out of three things: early rumors, analyst projections that added marketing and future online costs on top of development, and repetition across social media until it looked like fact. Rockstar's statement that the budget stayed under $1.5 billion directly contradicts it.
A separate claim came from fans adding up salaries in Rockstar's UK company filings, which reached into the billions of pounds for 2019 to 2025. Those totals cover the whole company and every project in that period, not GTA 6 alone, so they cannot be read as the game's budget.
How GTA 6 Compares to GTA V
GTA V's combined development and marketing spend was widely estimated at about $265 million when it launched in 2013, then a record for the industry. If GTA 6 cost over $1 billion to develop, it cost roughly four times as much as GTA V did to build and promote, before counting any of GTA 6's own marketing.
GTA V went on to become one of the best-selling and highest-earning entertainment products ever, which is the bet Take-Two is making again.
Why GTA 6 Was So Expensive
Almost all of a game's budget is people and time. GTA 6 had a great deal of both:
- A much bigger company: Rockstar grew from about 2,441 employees when Red Dead Redemption 2 shipped in 2018 to about 4,711 across 12 offices, according to Bloomberg.
- A very long schedule: work in some form began around 2014, more than a decade before launch.
- An entire state, not one city: Leonida includes Vice City, the Keys, swamps and towns, all built and populated in detail. See the GTA 6 map guide.
- Two protagonists: companion AI for Jason and Lucia, who act together through the story, added a large amount of work.
- Thousands of characters: Rockstar built a dedicated Los Angeles team for non-player character writing and performance after underestimating that workload.
- Performance capture: motion and voice capture for a huge cast, which the pandemic paused for a time.
- Two delays: moving from fall 2025 to November 2026 added more than a year of salaries. Our GTA 6 delay history covers both.
How Long Has GTA 6 Been in Development?
Roughly 12 years, counting early work. Bloomberg reports that GTA 6 has existed in some form since 2014, about a year after GTA V came out. Rockstar only confirmed publicly that the game was "well underway" in February 2022.
| Year | Milestone |
|---|---|
| 2014 | Early work begins after GTA V's 2013 launch |
| 2015 | First research trip to Miami; the project is codenamed "Project Americas" and planned to span large parts of North and South America |
| 2016 to 2018 | Plans are scaled back and most of the company shifts to finishing Red Dead Redemption 2 |
| Late 2019 | The core story of Jason and Lucia is in place |
| 2020 | Co-founder Dan Houser leaves Rockstar; the pandemic pauses performance capture |
| February 2022 | Rockstar confirms development publicly |
| December 2023 | First trailer, with a 2025 target |
| November 19, 2026 | Release on PS5 and Xbox Series X|S |
Full production, with most of Rockstar working on it, was shorter than 12 years, because the studio finished and supported Red Dead Redemption 2 first.
Who Made GTA 6?
GTA 6 is developed by Rockstar Games, owned by publisher Take-Two Interactive. Rockstar North in Edinburgh, Scotland, the studio behind every main Grand Theft Auto game, leads development, with Rockstar's other studios around the world working on it together.
After Dan Houser's departure, creative leadership passed mainly to Rockstar North's Rob Nelson, Aaron Garbut and Phil Hooker. On the business side, Jennifer Kolbe heads publishing, and Take-Two CEO Strauss Zelnick approved both delays.
Will GTA 6 Make Its Money Back?
Very likely, and quickly. Take-Two expects record net bookings of $8.0 billion to $8.2 billion for its fiscal year ending March 2027, a forecast built around GTA 6's November launch. At $79.99 for the Standard Edition, the game would need to sell somewhere in the low tens of millions of copies to cover a budget of $1 billion or more. GTA V has sold over 200 million copies across its lifetime.

How the launch affects Take-Two's share price is covered in our GTA 6 stock guide.
Will Rockstar's Next Game Take as Long?
Rockstar says no. In Bloomberg's report, studio leaders said the technology, tools and team built for GTA 6 will let them make new content faster, and that they plan to build on the existing foundations rather than rebuild everything again. Rockstar also said it did not want to finish another game through prolonged overtime.
